A U.S. District Court judge has upheld a summary dismissal of a lawsuit filed against Elizabeth City police officers and the police department by paralegal Anthony Lambert.
``It is a complete exoneration of our police officers and our police department,'' City Attorney John Hall told City Council Monday night.
Lambert, who received 45 votes for mayor in 1993, filed suit about a year ago, alleging that he was assaulted by officers and that his constitutional rights were violated on April 16, 1993.
