CASH FOR COLLEGE: Applications for college student loans for the 1995-96 school year are now available from The Retired Officers Association by contacting the TROA Educational Assistance Program administrator (09D), 201 N. Washington St., Alexandria, Va. 22314-2539, or by calling 800-245-8762, Ext. 169.
The $2,000 interest-free loans, totaling $1.6 million, are awarded annually for up to five years of undergraduate study to unmarried students under the age of 24 who are children of active-duty, reserve and retired military members, or their surviving spouses.
VETERANS' PAY: Starting Dec. 1, service-disabled veterans will be eligible for a 2.8 percent increase in their compensation payments. The boost is part of a cost-of-living adjustment approved by President Clinton on Oct. 25. The higher payments will be reflected in the January checks.
More than 2.2 million veterans will be effected by the increase, according to the Department of Veterans Affairs. The higher payments will range from $88 per single veteran with a 10 percent disability rating to $1,823 for a single veteran with a 100 percent disability rating.

COMINGS & GOINGS
The attack submarine Bergall returned to Norfolk Tuesday following a four-month deployment to the Mediterranean Sea. Its 130-member crew made port visits in La Maddalena and Naples, Italy; Limassol; Haifa, Israel; La Spezia and Gibraltar. The sub is commanded by Cmdr. George A. Manaskie.
The Little Creek-based rescue, salvage and towing ship Edenton and its 124-member crew will leave at 11 a.m. Friday for a six-month deployment to the Mediterranean Sea. It will serve as the 6th Fleet duty salvage ship. It is commanded by Lt. Cmdr. J.P. Johnston.
The destroyer tender Shenandoah will leave Norfolk at 11 a.m. Friday to begin a six-month deployment to the Mediterranean Sea to provide support to the carrier Eisenhower battle group and the Nassau amphibious ready group. Its 1,400-member crew is commanded by Capt. L. W. Darling.
Army Col. Daniel L. Labin, commander of the 7th Transportation Group at Fort Eustis, will relinquish command to Col. Robert F. Kenney Jr. in ceremonies at 2 p.m. Friday at Murphy Field, Fort Eustis. Labin has been reassigned to the Pentagon as special assistant to the deputy chief of staff for Logistics of the Army. Kenney comes from Newport, R.I. where he was a student at the Naval War College.
