The Norfolk Consumer Affairs Office is warning residents about two companies that are passing out fliers in neighborhoods, offering to help with home improvements.
The companies, identified as Tidewater Consumer Services and Hampton Roads Consumer Services, are not state-licensed contractors, the agency said. Both companies purport to refer consumers to contractors.
Mark Thomas Leeds was identified as the owner of Hampton Roads Consumer Services. He has been charged with contracting without a license, the agency said; the matter is pending in General District Court.
