A woman who allegedly burned her 5-year-old stepdaughter with scalding water has been arrested and charged with felony child abuse, police said Thursday.
Police said Stephanie Gibson, 25, of the 1100 block of Riviera Drive, put the girl, Monique Frazier, in a bathtub containing the hot water. Gibson took the girl to Portsmouth Naval Hospital. The girl was sent to Children's Hospital of The King's Daughters in Norfolk, where she was listed in fair condition.
