JAMES C. MILLER, BEATEN EARLY BY NORTH, WILL RAISE FUNDS TO HELP GOP CANDIDATES

James C. Miller III, who lost the Republican U.S. Senate nomination to Oliver L. North earlier this year, withdrew Tuesday from consideration to become director of the Congressional Budget Office.

Miller said he has been approached about seeking the Senate nomination in 1996.

``If I felt I could make a difference and had a chance of winning, I would give it serious consideration,'' Miller said.

He said he will form two political action committees, on the state and national levels, and will help raise money and campaign for Republican candidates for the General Assembly next year.

The Senate seat is held by Republican John W. Warner, who angered many Virginia Republicans by supporting independent Marshall Coleman instead of North in the Nov. 8 election. Democratic Sen. Charles S. Robb won a second term, and some Republicans blame Warner for North's loss.

Warner has said he will seek a fourth term. by CNB
