The Rev. John H. Foster, pastor of Shiloh Baptist Church and a former Norfolk city councilman, has been named Alpha Phi Alpha fraternity's Citizen of the Year for 1994.

Foster, who is being recognized for the civic, educational and spiritual leadership he has provided to Norfolk for more than 25 years, will be honored at the fraternity's 21st annual Black and Gold Civic Awards banquet and ball Dec. 2 at the Norfolk Airport Hilton. Also to be honored at the banquet and ball will be Greg Willis and LeRoy C. Boyd, who have been named the Alpha Phi Lambda Chapter's Man of the Year and Patriarch of the Year, respectively.

Four members of Boy Scout Troop 19, sponsored by Miles Memorial United Methodist Church, received Eagle Scout awards Saturday at a ceremony at the church. The awards were presented to Kevin M. Tremper, Nathan B. Windley, William J. Braun and Andrew L. Hund by former Congressman G. William Whitehurst.

Kevin, 14, is a freshman at Granby High School. The focus of his Eagle project was refurbishing the Youth House at Tabernacle Church. Nathan, 15, is a sophomore at Granby High School. Service to the community was the focus of Nathan's Eagle project. As part of the project, he taught swimming lessons and helped with field trips at the Haven Family Center.

William, 14, a freshman at Norfolk Collegiate, organized the first blood drive ever held at Miles Memorial for his Eagle project. He solicited assistance from the American Red Cross, the church, the Navy, and Ocean View businesses and residents for the drive. Andrew, 14, a freshman at Granby High School, led a team of volunteers in working on the press box and painting dugouts at Fleet Recreational Park for his Eagle project. CAMPUS NOTES

Granby High School's literary magazine, ``Cupola,'' has earned Medalist honors in the Columbia Scholastic Press Association competition. In addition, ``Cupola'' won second place in the Virginia High School League's publication competition, and the school's newspaper, The Spectator, took top honors for 1993-94.

Allison Wire, a sixth-grade student at Holy Trinity School, was the third-place winner in the Catholic Daughters of the Americas' 1994 national essay contest. She took first place in the local competition, as well as first in the state competition. MILITARY PEOPLE

Marine Sgt. Felix E. Coleman, son of Norman Bowman of the 800 block of New York Ave. and Della D. Coleman of the 400 block of W. Alice St., recently received a letter of appreciation.

Coleman was cited for superior performance of duty while assigned with 7th Communications Battalion, 1st Marine Expeditionary Brigade, Marine Corps Air Station, Kaneohe Bay, Hawaii. Coleman is a 1983 graduate of Booker T. Washington High School. He joined the Marine Corps in November of 1993. MEMO: If you have news about a Norfolk resident, please send it to Vicki
