Democratic Sen. Clarence A. Holland has been named policy maker of the year by the Mental Health Association of Virginia. The award is given to a policy maker each year who has done the most to promote a better awareness of mental illness and mental health problems. Holland was selected because of his public policy leadership in the Senate, in particular for his work on behalf of equitable reimbursement for consumers through SB 480, which requires medical insurance companies to pass along the discount savings they receive from hospitals and large providers to the consumer and for the relationship he has built withmental health advocates. by CNB
