An economic plan for the city is not just spending more money, as some citizens seem to think.
For the past several months, Portsmouth citizens have heard a lot about the Gindroz plan. Many of them have been skeptical, raising the question of how the city can pay for for it.
Actually, the city spends a lot of money from a number of sources every year and that money could be used within the plan. Federal and state money comes to the city for a variety of projects, including streets and redevelopment. The city already is obligated to do some of the things that figure into the plan, the most obvious one being construction of a new high school.
Many parts of the plan as proposed would require small additional public expenditures to lure large private investments.
Commitment is the most important aspect of accomplishing a plan. Then, available resources must be spent to move it along. Philosophical commitment and a feasible financial allocation should convince investors to take a good look at Portsmouth.
