Virginia Power said it will extend a pilot program providing low-interest loans to customers for improving the energy-efficiency of their homes and businesses. The utility, a unit of Richmond-based Dominion Resources Inc., said that the next phase of its program will start today. It will provide loans at interest rates of as little as 6 percent.
