Bell Atlantic-Virginia, the state's largest local phone company, told the State Corporation Commission in a letter this week that it wants to be covered by a new regulatory plan allowing it unlimited profits on basic phone services in the state. The commission offered the plan to Bell Atlantic in October, as long as the phone company froze rates for basic services through 2000 and capped rate increases after that at half the rate of inflation. Consumer advocates and others are appealing the commisson's proposal to the Virginia Supreme Court. by CNB
