PUNISHMENT IN SAN DIEGO: Three male sailors have been disciplined after an investigation into allegations that they sexually harassed female sailors at the Naval Training Center in San Diego. The Navy found no evidence that sexual favors were solicited for grades, but did find improper conduct between ranks. One sailor, a chief petty officer, was demoted and fined a month's pay for fraternization and adultery. Two other sailors were given warnings and counseling - one, a petty officer, for not reporting improper conduct, and the other, a fireman, for burning a female sailor's hair during classroom ``horseplay.'' More sailors may face punishment.
TRANSPORT FOR ONE: Flying a four-star general from Italy to his new job in Colorado cost taxpayers $120,000 - the bill for a 31-hour flight aboard a plane that can carry up to 155 paratroopers. Air Force Gen. Joseph Ashy, the military's top space official, flew to Peterson Air Force Base in a C-141 Starlifter. The cavernous transport with a crew of 13 had to refuel twice. It was fitted with a removable ``comfort pallet,'' featuring first-class seating and a kitchen. Air Force officials say no laws or military regulations were broken.
LIGHTING THE LIGHTHOUSE: The Old Cape Henry lighthouse on the shores of Fort Story will be illuminated next week for the holiday season. The public is invited to view the historical landmark from 5 p.m. to 9 p.m., Dec. 15 to New Year's Day. Visitors to Fort Story should take Atlantic Avenue, the main road through the Army base. Be prepared to show a driver's license and registration.

Cmdr. Joseph A. Walsh relieves Cmdr. John J. Donnelly as commander of the Norfolk-based attack submarine Hyman G. Rickover. Walsh has served as naval aide to the president under both George Bush and Bill Clinton. Donnelly's next assignment is submarine acquisitions and programs at the Pentagon.
