Gov. George Allen's statement that Virginia's offer to retirees is a ``very fair deal'' (news, Dec. 7) defies logic and fairness.
Since when is payment of 87 percent of a debt fair? Can we then assume that Governor Allen will accept that taxpayers need pay only 87 percent of their state taxes?
The refunds due federal retirees are legal debts. They should be paid just as the state demands to be paid - in full.
