CITY COUNCIL ACTIONS

The City Council took the following actions in the Tuesday night meeting:

(a) Amendment to the Zoning Ordinance (Chapter 40) by the city to create a new zoning district, Residential Single-Family, RS-85 Approved, 7-0

(b) Request by the city to rezone the Crystal Lakes neighborhood, also known as Lake Forest Section IV, generally located along Lake Circle Drive; from Residential Multi-Family RM-75 to Residential Single-Family RS-85 Approved, 7-0

(c) Request by the city to rezone an area generally bound by High Street and London Boulevard between Peninsula and Jamestown avenues from Downtown Industrial D-2-I and Downtown Residential D-2-R to Downtown Public D-2-P Approved, 4--0-3; Martin, Hawks, Robinett abstained

Use permit application:

(a) Resolution granting use-permit application of Wenson Ge, China Market vice president, for general merchandise store at 3535 Airline Blvd. Approved, 7-0

Ordinance to appropriate $110,000 to relocate a water main in PortCentre Park and a motion to award contract Approved, 7-0

a) Ordinance to appropriate $110,00 from the Public Utility Capital Improvements Fund to relocate approximately 1,400-linear feet of water main in PortCentre Approved, 7-0

(b) Motion to award contract to low bidder, M.E. Wilkins, Inc. Approval of appropriation will facilitate a potential economic development site Approved, 7-0

Ordinance to repeal Chapter 20, Section 20-12 (b) of city code pertaining to licenses. Governor of Virginia has requested to do away with gross-receipts tax Approved, 7-0

Resolution exempting the Girls, Inc. Center for Youth of Southwest Hampton Roads from taxation within context of 6(a) (6) of Article X of the Constitution of Virginia. City assessor has reviewed application and requests that required resolution be forwarded to appropriate legislative representative Approved, 4-3; Webb, Pitts, Griffin, opposed

Resolution requesting that Virginia Department of Transportation (VDOT) establish two Urban Highway Projects

(a) Resolution requesting VDOT to establish as an Urban Highway Project, improvements to Tyre Neck Road from the city's southern limits on same to West Norfolk Road deferred

(b) Resolution requesting VDOT to establish as an Urban Highway Project, improvements to West Norfolk Road from Churchland Boulevard to Cedar Lane deferred

Motion to transfer $10,000 from the Grants Contingency Account to conduct sobriety checkpoints. Department of Motor Vehicles (DMV) has awarded police department $10,000 for sobriety checkpoints. All in-kind contributions will be reimbursed by DMV as incurred. No local cash match is required Approved, 7-0

Motion to refund $218.92 with interest to James T. and Jean W. Boswell. Building was listed with an incorrect attic description, resulting in overassessment. Refund is for real-estate taxes assessed and paid Approved, 7-0
