CONTRACT WITH AMERICA DEFENDED

In ``More things change. . . .'' (editorial, Dec. 14), you say that some Republicans ``are beginning to say they promised only to bring the line-item veto, term limits . . . to a vote, not to pass them.'' You then say, ``But that looks a lot like a bait-and-switch.''

Go back and look at the Republican Contract With America. These items always were to be brought up for discussion and vote within the first 100 days. Other items were to be passed the first day, but not these.
