Local housing starts rose almost 3 percent in November, mirroring the increasing national trend that saw building reach its highest level in eight months. In the seven main cities in Hampton Roads, 440 residential permits were issued, a 2.8 percent increase from October's figures, reported the Builders and Contractors Exchange Inc., which tracks local housing start figures. The residential permits are worth $39.1 million in total. New housing in the United States increased 6.9 percent, with warm weather causing the surge in new building in the Northeast and the Midwest.
