DAVIS REAPS THE MOST PAC DONATIONS IN HOUSE

Virginia's first million-dollar congressman also topped all House challengers nationwide in political action committee contributions, federal records show.

Republican Thomas M. Davis III of Fairfax raised $328,108 in PAC money for the 1994 election, according to Federal Election Commission reports.

Davis was second in individuals' donations, $941,079; and third in overall receipts and spending, about $1.4 million.

Davis won 53 percent of the vote in his 11th District race to unseat first-term Democrat Leslie L. Byrne, the only Virginia incumbent defeated on Nov. 8. She spent $1.1 million.

The intensity of the race and the expense of TV advertising in northern Virginia are reflected in the campaign totals. Davis and Byrne each raised more money from PACs than Democrat Robert C. Scott spent to keep his 3rd District seat: $245,780.
