Bell Atlantic-Virginia, the state's largest local phone company, said it eliminated charges for Touch-Tone service, effective Monday. About 90 percent of the phone company's customers paid for the service, at a rate of 60 cents per line for residences and $1.85 per line for businesses. Bell Atlantic said that remaining customers who want Touch-Tone service need only install Touch-Tone phones or switch their dual-mode phones from pulse to Touch-Tone. No call to the service office is necessary. Also beginning Monday, Bell Atlantic expanded its low-cost universal service plan to food stamp recipients. Previously, only Medicaid recipients were eligible for the plan, which provides residential phone service for as little as $2.50 a month.
