The City Council took the following actions at its meeting Wednesday:
Consideration of a request to rezone about 684 acres from agricultural/rural residential and residential to heavy manufacturing. The rezoning request would also rezone about 65 acres from agriculture to general business for the proposed Northgate Industrial Park and Suffolk International Speedway. The land, at the intersection of Nansemond Parkway and Shoulders Hill Road, would be developed by Upton and Arnette Associates. As part of the deal, the city is expected to receive a total of $3.3 million from the developers. In return the city plans to spend $2.1 million to build a road and install water and sewer lines to the track, which will be about 1.3 miles from the entranceway to the park. Approved, 7-0
Consideration of a conditional-use permit request for a commercial recreation use involving the automobile race track. The half-mile oval track, to be run by former Langley Raceway promoter Joe Baldacci Jr., would seat about 7,500 people. Developers said the track would be surrounded on three sides by woods. The fourth side would be blocked by the grandstands. Races are expected to begin in March and would be held Friday or Saturday nights, but not on both. Races would also be held Sunday after 3:30 p.m.
Council placed several limitations on the track operation, including:
The track will be limited to racetrack uses only; no concerts.
Track will be reviewed annually by city staff.
Monthly noise level survey reports will be submitted to the city by the operator during the racing season.
No more than six Sunday race days during the season.
