WHITE HOUSE INVITATION: With Republicans taking aim at many of the administration's national security policies, President Clinton has invited more than 20 retired admirals and generals to the White House on Thursday to seek their advice on military matters. Among those expected are Adm. Stansfield Turner, former director of the Central Intelligence Agency; Gen. John Wickham, former Army chief of staff; Vice Adm. Richard Truly, former head of NASA, and Rear Adm. Thomas Brooks, former head of Naval Intelligence.

FRAUD IN F/A-18 INSPECTIONS: In the largest criminal fraud fine in defense industry history, Lucas Western said last week it has agreed to pay $18.5 million for improperly inspecting gearboxes installed in Navy F/A-18 Hornet jet fighters and Army Multiple Launch Rocket systems. Lucas, a unit of Lucas Industries of England, pleaded guilty to 37 counts of performing improper inspections. It had reported inspections were performed when they were not.

NEW OPTOMETRY CLINIC: The Navy Exchange has opened an optometry clinic next to its eyeglass frame store at Norfolk Naval Base - the first such clinic in the exchange's system. Three doctors staff the new clinic, offering eye exams and contact lenses. Hours are 10 a.m. to 6:30 p.m. Monday through Friday and 10 a.m. to 3 p.m. Saturday.

VETERANS LOANS: A higher maximum loan for veterans is one provision of a new law expanding benefits for veterans building or refinancing a home. The law raises the maximum guaranty from $46,000 to $50,700, which has the effect of increasing the top Veterans Affairs Department construction loan from $184,000 to $203,000. Among other provisions of the new law are home loan eligibility for members of the selected reserves and more liberal guidelines for converting from adjustable-rate to fixed-rate mortgages.

CHANGE OF COMMAND:

Capt. David P. Polatty III relieves Capt. Dennis Irelan as commanding officer of the Pacific Fleet carrier Independence. Polatty, a native of Annapolis, Md., and graduate of Norfolk's Granby High School, is former commanding officer of the Norfolk-based oiler Milwaukee.

Cmdr. John M. Caram relieves Cmdr. Kevin P. Dowling as commanding officer of Helicopter Combat Support Squadron Six. Caram previously served as the squadron's executive officer. Dowling will report to the College of Naval Warfare at Newport, R.I.
