The City Council took the following actions at its meeting Monday:

City Code Amendment - Proposal to amend Zoning Ordinance (Chapter 40) Downtown Districts to create a Downtown Cultural and Arts zoning subdistrict, deferred from public hearing Nov. 7. Approved, 7-0

Request by city to rezone Middle Street Mall from Downtown D-1-M Mixed Use to Downtown D-1 CAT Cultural, Arts and Trade, deferred from public hearing Nov. 7. Approved, 7-0

The City Council took the following actions at its meeting Tuesday:

Ordinance granting amendment to the Zoning Ordinance (Chapter 40) by city to create a new zoning district, Residential Single-Family, RS-85. Approved, 7-0

Ordinance granting request by city to rezone the Crystal Lakes neighborhood, also known as Lake Forest Section IV, generally located along Lake Circle Drive from Residential Multi-Family RM-75 to Residential Single-Family RS-85. Approved, 7-0

Ordinance granting request by city to rezone an area generally bound by High Street and London Boulevard between Peninsula Avenue and Jamestown Avenue from Downtown Industrial D-2-I and Downtown Residential D-2-R to Downtown Public D-2-P. Approved, 4-0-3; Martin, Hawks, Robinett abstained

Resolution exempting Girls, Inc., Center for Youth of Southwest Hampton Roads from taxation within context of 6(a) (6) of Article X of Constitution of Virginia. Approved, 4-3; Webb, Pitts, Griffin opposed

Ordinance to appropriate $150,000 from Capital Improvements Fund for demolition of Frank D. Lawrence Stadium. Revised site plan for stadium demolition was approved by School Board on Nov. 21. Approved, 6-1; Griffin opposed

Ordinance to appropriate $80,000 toward construction of a third General District Courtroom to be located on the second floor of 711 Crawford St.

A. Ordinance to appropriate $80,000 from capital improvements fund for preparation of architectural plans and for preparation and monitoring of asbestos abatement. Approved, 7-0

B. Motion to award design contract to Williams, Tazewell & Associates, and contract for preparation and monitoring of asbestos abatement to BCM Engineers. Approved, 7-0

Ordinance to appropriate $41,325 for environmental assessment of Craney Island.

A. Ordinance to appropriate $41,325 from capital improvements fund for environmental assessment statement that will evaluate environmental impacts of several potential uses of land by city. Approved, 7-0

B. Motion to award contract to Joyce Engineering to complete this work. Approved, 7-0

Ordinance to amend Section 23-46, 23-48 (a), 23-49 and 23-50 of city code pertaining to inoperative vehicles. Revisions are part of a comprehensive review of code enforcement ordinances and policies. Approved, 7-0

Resolution approving five-year capital improvement plan for 1994-95 through 1998-99 and one-year capital improvement program for 1994-95. Deferred until Feb. 28

Resolution authorizing issuance of $8 million of general obligation bonds of city for purpose of providing funds to pay costs of various capital improvement projects of city and to authorize and provide for issuance and sale of a like amount of general obligation bond anticipation notes in anticipation of issuance and receipt of proceeds and sale of such bonds. Deferred until Feb. 28

Ordinance to authorize increase in real-estate tax rate from $1.32 to $1.36, effective July 1. Denied, 6-1; Pitts opposed majority

Resolution requesting that Commonwealth Transportation Board develop a tourism program entitled Virginia's Civil War Trails for improvement of Civil War sites across the state. If approved, program would provide grant to be used to create signage and interpretive programs for Civil War sites throughout our area. A 20 percent local cash match ($6,000) would be required if grant is awarded. Approved, 7-0

Resolution to convey the following parcels in block 21019: parcels 151, 152, 155, 160 and 174 to Portsmouth Redevelopment and Housing Authority. Project is located in PortCentre Commerce Park. Conveyance to PRHA will facilitate site development. Approved, 7-0

Motion to transfer $15,790 from grants contingency account for city's tree planting program. Approved, 7-0
