The dean of Norfolk State University's School of Business was sworn in Wednesday as a trustee of the Virginia Retirement System.
Joseph L. Boyd, who was named to the nine-member VRS board by Gov. George F. Allen, fills a term that runs through February 1999.
A vacancy developed when trustee Bonnie Guiton Hill recently stepped down after serving less than a year on the board.
Hill, who also is dean of the University of Virginia's McIntire School of Commerce, told the board that she was leaving because frequent travel back and forth to California made participation in VRS board matters difficult, said Bill Sullivan, a spokesman for the Richmond-based retirement system.
With more than $16 billion of assets, the Virginia Retirement System ranks among the largest public-employee pension funds in the country. It covers 73,200 retirees and 263,000 state and municipal employees in Virginia.
As part of a restructuring of the VRS board last year, the General Assembly expanded the number of trustees from seven to nine and gained the power to appoint four members. The five other trustees are named by the governor. Previously, the governor named all members of the VRS board.
Boyd, who has a bachelor's degree, a master's degree and a doctorate in accounting from the University of South Carolina, has been dean of Norfolk State's business school since July 1983.
A certified public accountant, Boyd also has taught accounting at North Carolina A&T University and worked for the public accounting firm Arthur Andersen & Co.
He is a member of the American Institute of Certified Public Accountants, the National Association of Accountants, the National Association of Black Accountants, and the American Tax Association. ILLUSTRATION: Photo
