CITY COUNCIL ACTIONS

The City Council took the following actions at its meeting Tuesday:

Ordinance granting a proposal to amend zoning ordinance (Chapter 40) Downtown districts to create a Downtown Cultural and Arts zoning subdistrict. Approved, 7-0

Ordinance granting request by city to rezone Middle Street Mall from Downtown D-1-M Mixed Use to Downtown D-1 TCA Trade Cultural and Arts. Approved, 7-0

Resolution request that Virginia Department of Transportation establish two urban highway projects. Deferred from the Dec. 13 meeting.

a.) resolution requesting improvements to Tyre Neck Road from city's southern limits on same to West Norfolk Road. Deferred until Feb. 28

b.) resolution requesting improvements to West Norfolk Road from Churchland Boulevard to Cedar Lane. Deferred until Feb. 28

Ordinance to appropriate $25,000 from capital improvements fund for construction of a second Woodrow Wilson Little League ball field. Second ball field will be located behind Hunt-Mapp Middle School. Approved, 7-0

Ordinance to amend Chapter 22 of the city code by amending and reordaining Sections 22-88, 22-567, 22-582, 22-583, 22-611, 22-613, 22-616, 22-642, 22-643, 22-644, 22-664 and 22-666 pertaining to motor vehicles and traffic. Modifications to city code will allow police department to update schedule of fines to bring it in line with other localities. Approved, 7-0

Resolution authorizing city manager to enter into regional agreement to enforce local motor vehicles license requirements with other jurisdictions. Without such, police department would be unable to issue citations to vehicles found in violation of regional licensing regulations. Approved, 7-0

Resolution opposing elimination of the Business, Professional and Occupational License Taxes. Approved, 7-0

Resolution endorsing an ISTEA enhancement grant (application) to fund re-establishment of the historic ferry landing at the foot of High Street. Grant request would consider funding for construction of ferry landing and reconstruction of ferry station facade. A 20 percent match would be required if city is awarded grant. Approved, 7-0

Resolution supporting a $250,000 ISTEA grant (application) to provide funds for development of floating dock and boat storage facility on Crawford Bay. Hampton Roads Rowing Club has expressed interest in development of such from which to launch, as well as store boats. Cost of 20 percent matching funds would be shared by rowing club and city. Approved, 7-0

Motion to transfer $165,570 from grants contingency account for first year of the COPS Phase I Program, and to accept award by U.S. Justice Department, COPS Office. Funds will be used for salaries and benefits of nine new police officers. City's share for first year is $41,393; federal share is $124,178. Approved, 7-0

Motion to receive 1993-94 comprehensive annual financial report and quarterly financial report for period ended Dec. 31, 1994. Approved, 7-0
