Virginia Power President James T. Rhodes told a General Assembly committee Friday that legislation aimed at confirming the State Corporation Commission's power to protect public utilities from potentially harmful meddling by their parent companies is needed. Rhodes made his comments before the House Commerce, Insurance and Banking Committee. The committee is considering the bill, drafted by the SCC after last year's bitter squabble for control between the boards of Virginia Power and its parent, Dominion Resources Inc. Since the two companies settled their differences, Dominion has labeled the proposal ``unwarranted.'' But Rhodes indicated that he and other senior Virginia Power managers believe it is necessary to clarify the SCC's authority. (Staff) by CNB
