CLINTON PLANS DOUBLE-EDGES BUDGET

ILLUSTRATION: Monday, President Clinton will propose a $1.6 trillion federal

budget for 1996 that includes a middle-class tax cut and the

elimination of more than 130 government programs. Indeed, he appears

to be in a race with the Republican-controlled Congress as he tries

to eliminate or consolidate programs or transfer them to the states

or private industry. But he still falls short of Republican demands

for a balanced budget by the year 2002.
