ARTS FESTIVAL: Students from eight school districts will compete for prizes of $500 and $1,000 in the Junior Women's Club District Arts Festival on Saturday, from 9 a.m. to 2 p.m. at Northside Elementary School in Elizabeth City.
Students from Dare, Gates, Perquimans, Pasquotank, Camden, Chowan, Currituck and Hertford counties are to compete for a chance to enter a statewide competition.
Between 100 and 150 entries are expected. They will be judged by an independent, three-member panel at the private show, said Sharon Dunstan, chairwoman of the Pasquotank chapter's arts department.
Categories include visual arts, crafts, photography, sewing, literature, drama, public speaking and music.
Each club within District 16 is to bring entries to the show for display and judging. After a luncheon, club members and participants are to view the works and recognize winners.
First-place finishers will compete for state honors March 25 in Winston-Salem. The top award is the $1,500 Sallie Southall Cotten Scholarship, Dunstan said.
Cash prizes at the local level are $500. The top district winners receive $1,000, she said.

TOP MIDSHIPMAN: Midshipman Spencer Austin was ranked first in his class of 29 NROTC midshipmen based on his academic and athletic performance in the fall 1994 semester at North Carolina State University. Spencer, of Knotts Island, achieved a semester grade point average of 3.65, earning recognition on the NCSU dean's list, in an engineering curriculum.
He also was selected as NROTC Midshipmen of the Month for November 1994 and has been nominated for the Reserve Officers' Association Bronze Medal, the highest award presented to freshmen in the NCSU program.
HISTORICAL SOCIETY: The Currituck County Historical Society will meet Monday at the Currituck County Library at 7:30 p.m.
The program will be on the new cemetery book published by the Albemarle Genealogical Society. The book will be for sale.
MANAGER NAMED: Marcie Hawley of Kitty Hawk has been named manager of accounting and auditing services for Hutchins Allen & Co. in Nags Head. Hawley, a graduate of Trinity College, joined the firm in 1991.
Kurt Canning of Kitty Hawk and Michael Sebastian of Kill Devil Hills have joined the professional staff.
GRANT AWARDED: Albemarle Hospital has received a grant of $145,500 from the Duke Endowment. The hospital will use the grant to assist the Collaboration For Healthy Youth in Pasquotank County program based at Northeastern High School. The grant is the first in a planned three-year commitment, expected to total $388,400. by CNB
