Chatterbox is a not-quite-newsy look behind the scenes from City Hall to City Park.

Charles Greenhood, owner of Brutti's Cafe & Bakery, was awarded the People's Choice award, hands down, at A Taste of Portsmouth on Tuesday.

While he said he was honored by our request to publish the recipe for his Bagel Nutz, Greenwood declined for business reasons.

He did volunteer that 1,000 Bagel Nutz were prepared Tuesday and that they were made of all natural ingredients. The words honey and cinnamon slipped out during a conversation.

Sorry, readers, but guess we'll never know how those delicate little puffs of bagel dough were concocted.

Other awards were:

Best Presentation - The Max for its nautical theme - an ocean-wreath backdrop with multicolored tropical fish and offerings of smoked salmon with pecan, walnut, apple and pear glazes.

Judge's Favorite - Vic Zodda's Harborside whose offerings included roasted monkfish with garlic and red pepper sauce, coconut-battered frog legs with pineapple salsa and demi-loaves of bread.

How many Virginians does it take to change a light bulb?

Since late December a string of roadside lights along the westbound lanes of Martin Luther King Freeway have not worked.

For motorists traveling from the Midtown Tunnel, it's been lights out from the overpass to the first exit for London Boulevard.

How many calls does it take to fix a light bulb?

Call No. 1: The gentleman who answered the number listed in the phone book under Midtown Elizabeth River Tunnel (396-6858) refers caller to the state Transportation Department's control room.

Call No. 2: Control room (683-8123) refers caller to Jim Nelson, a supervisor in maintenance (396-6879).

Call No. 3: Nelson explains that the Transportation Department is responsible for the light poles, the arms that extend from the pole and the cost of electricity. But Virginia Power is responsible for the lampheads and the bulbs.

Call No. 4: Nelson's colleague, Daryll Southerland, calls. Southerland says he's been reporting the problem to Virginia Power since late December. He suggests a call to Virginia Power (255-3014).

Call No. 5: John Centlivre, operations supervisor with Virginia Power, says, ``We have to have a report . . . We'll send out someone to check it.'' He promises to call back with a status report.
