PARENTS CHAINED BOY TO BED, POLICE CHARGE

The parents of a 14-year-old, who allegedly punished him by chaining him to a bed for 12 hours, now face charges, police said Monday.

The parents, 44-year-old Primo Ramirez Roaquin and 37-year-old Carmen Mones Roaquin of the 900 block of Roberval Drive, were arrested Feb. 3 and later released on $7,500 bail. They face charges of domestic assault and cruelty to a child. Another charge of child cruelty was filed against the mother Thursday, police said.

Police on Monday released details of the investigation.

The Roaquins became angry when they caught their son sneaking home through his bedroom window at 2 a.m. on Jan. 29, police spokesman Mike Carey said.

The parents beat the boy, police said. Then the father ordered one of his two daughters to get a section of thick chain. The father looped the chain around his son's ankle and shackled him to a bed post, Carey said.

Detective Don Adams said arrangements were made for the boy to use the bathroom during his 12-hour confinement, but he declined to elaborate.

The boy's father stayed home while the teen was tethered to the bed, Adams said.

Hours after he was shackled, the boy began calling out the window to his friends for help, Adams said. When they didn't respond, the boy asked one of his two younger sisters to fetch some tools.

Then the boy dismantled the bed and freed himself.

Later, someone described the boy's punishment to a Social Services worker, who told police.

During the investigation, Adams said, he learned that the Roaquins' 6-year-old daughter was similarly restrained when she was 5.

Adams said the daughter's punishment, though less severe than the son's, warranted charging the mother with an additional count of cruelty to a child.

Adams said the boy is not living with his parents now. The 6-year-old daughter is living at home and is being monitored by Social Services workers, Adams said.
