PUBLIC FAVOR CRUCIAL FOR DARE COMPLEX, OFFICIAL SAYS

The vice chairman of the Dare County Board of Commissioners said Monday that unless there is consensus of public support for a new government office complex, the facility will not be built.

Clarence Skinner also said that a blue ribbon committee of Dare County residents from all walks of life will be formed to give their views.

``We are absolutely committed to the idea that if the people do not want this project, then this project is not going to be built,'' Skinner said. ``If the people don't feel it's going to help them, then we won't build it.''

Skinner made the remarks after a meeting with representatives of the Washington-based firm of Spillis, Candela and Partners. Negotiations began Monday concerning the scope of the architects' role in the project, and the cost of the services provided. The firm will meet with the county's Capital Improvement Projects Committee on Friday when those costs will be released.

Skinner said details of the citizen panel have not been worked out, but he expects it to be a broad-based group.

``We want representatives on the committee that represent every category of life. We want businesses represented. People from the financial side, the historical interests, and people dedicated to aesthetics. We want young folks, senior citizens, people from thechurches and other organizations to be a part of this as well.''

Skinner said that while Board of Commissioners' members will select a member on the panel, not all of the appointments will be made by the county's governing board.

``We want an all-encompassing committee,'' Skinner said.

In negotiations Monday, Skinner said a site will be selected for the proposed building in early spring. Two tracts, one near the College of the Albemarle's Dare Center, and another in downtown Manteo, are being considered. A final decision on whether or not the complex will be built will be made in late summer, Skinner said. by CNB
