Sea-Land Service Inc., the largest U.S.-flag ocean carrier, received permission Tuesday from the Maritime Administration to transfer five ships to foreign registry. The five container ships, which now operate in highly competitive services between ports in foreign countries, will fly the flag of the Marshall Islands rather than a U.S. flag. Under the Marshall Islands flag, the Sea-Land ships will be able to use less expensive foreign crews. Sea-Land is making the move because Congress did not approve shipping subsidies to support U.S.-flag lines. Sea-Land, a subsidiary of Richmond-based CSX Corp., operates a container terminal in Portsmouth. by CNB
