These are the actions from the Norfolk City Council meeting Tuesday. All members were present. Unless otherwise noted, all actions were unanimous.

CONSENT AGENDA

Letter forwarding a report of Contingent Fund Activity in the General Fund Account 17-034-600 for the second quarter of fiscal 1995. Approved, 7-0.

Letter presenting recommendation of the City Planning Commission on the application of Norview Family Practice, by Nasar Hambaz, M.D., for a change of zoning from R-7 (one-family) to C-2 (corridor commercial) at 1477 Norview Ave. Approved, 7-0.

Letter presenting recommendation of the City Planning Commission on the application of Ronald W. Boone Jr. for a change of zoning from R-12 (medium density multiple-family) to conditional C-2 (corridor commercial) at 9710 Chesapeake Street. Approved, 7-0.

Letter recommending a public hearing be held to hear comments on an application for a grant program entitled ``Clean Sites.'' Approved, 7-0.

REGULAR AGENDA

An ordinance approving the terms and conditions of the amendment to agreement with Norfolk Community Hospital. 5-0-2. Fraim and Andrews abstained.

An ordinance granting permission to Gregory W. Davis and Claire V. Gugino to encroach into the right of way of Willoughby Bay Avenue at the rear of 1223 Little Bay Ave., subject to certain conditions. Approved, 7-0.

An ordinance granting permission to Harvey Lindsay Commercial Real Estate to encroach on the right of way of W. 21st St., subject to certain conditions Approved, 7-0.

An ordinance to amend and reordain section 1 of the Capital Improvement Budget for the fiscal year 1988-89, as amended to increase funding for the project titled ``Virginia Beach Corridor Water Transmission'' by $400,000 from $2,420,000 to $2,820,000; and to provide the funds by decreasing the funds for the project titles ``48 Inch Raw Water Transmission Main: 3rd Stage'' by $400,000 from $6,000,000 to $5,600,000. Approved, 7-0.

An ordinance approving a lease between the City of Norfolk and R.L. Vanderploeg for parts of St. Brides' Farm. Continue one week. 7-0.

An ordinance to amend and reordain section 1 of Ordinance 37,720 to approve the recommendation of the Norfolk Commission on the Arts and Humanities as to the reallocation and expenditure of $1,000 of the $287,910. Approved, 7-0.

An ordinance approving the conveyance of certain city owned property located in the City of Chesapeake, to the commonwealth of Virginia. Approved, 7-0.

An ordinance approving the conveyance of certain city owned property located in the City of Portsmouth, Virginia, to the commonwealth of Virginia. Approved, 7-0.

An ordinance to amend and reordain Chapter 25 of the Norfolk City Code, 1979, by adding one new subsection numbered 25-290 relating to parking in facilities owned or operated by the City and appropriate display of decals. Approved, 7-0.

An ordinance to amend and reordain section 25-650 and section 25-651 of the Norfolk City Code, 1979, to add no-left-turn signs at various locations and no-U-turn prohibited at certain intersections. Approved, 7-0.

An ordinance to amend and reordain section 25-653 of the Norfolk City Code, 1979, to add a yield sign at Pope Avenue and Bapaume Avenue. Approved, 7-0.

An ordinance to amend and reordain the Norfolk City Code, 1979, by deleting one subsection numbered (76) under 25-653, and by adding one new subsection numbered 71.8 under 25-652, and by adding one new subsection numbered 172.2 under 25-654 to change various traffic controls. Approved, 7-0.

An ordinance to amend and reordain section 42-32 (B) of the Norfolk City Code, 1979, to make the director of Public Health responsible for enforcement and removal of weeds and grass in city sidewalks. Approved, 7-0.

An ordinance authorizing the City Treasurer to docket a lien against certain lands or premises for the expenses to abate nuisances. Approved, 7-0.

An ordinance to amend and reordain Chapter 24 of the Norfolk City Code, 1979, to add one new subsection numbered 24-164.1 requiring non-residents to display license decals of their localities when operating a motor vehicle within the City of Norfolk. Approved, 7-0.

A resolution authorizing the CityManager to enter into a compact for the regional enforcement of local motor vehicle license requirements with other local jurisdictions. Approved, 7-0.

An ordinance creating and deleting positions in various departments of the City, providing funds for salaries, and amending the city's compensation plan. Approved, 7-0.

An ordinance accepting a $69,500 Department of Youth and Family Services grant and appropriating said amount. Approved, 7-0.

An ordinance approving a temporary right of entry with Norfolk and Western Railway Company. Approved, 7-0.

An ordinance accepting and appropriating $50,000 in Federal Jobs Pass-Through Funds, authorizing expenditure of $50,000 from the City's General Fund in support of the Job Opportunities and Basic Skills Program and authorizing the City manager to enter into an agreement with Community Against Drug Related Activities (CADRA). Approved, 7-0.

An ordinance accepting a donation of $408,100 from the Norfolk Botanical Garden Society, authorizing the appropriation and expenditure of the $408,100 for the construction of Baker Hall and a Japanese Garden at the Norfolk Botanical Garden and authorizing the City Manager to execute an agreement with the Norfolk Botanical Garden Society in regard to the construction. Approved, 7-0.
