PUBLIC HOUSING IMPROVEMENT

There's evidence, at last, that the Chesapeake Redevelopment and Housing Authority has begun to extricate itself from the mire of management problems in which it has been stuck for so long.

For the first time in four years the authority has received a passing grade from the U.S. Department of Housing and Urban Development. Federal authorities gave the Chesapeake program a score of 62.8 on a scale of 100. Anything below 60 is considered failure.

The authority's score is still a D-minus and nothing to brag about. It has a long way to go before its work can be considered a source of pride to the citizens of Chesapeake.

But, considering the depths to which the housing authority had fallen, any improvement is welcome.

Executive Director Edmund R. Carrera and his staff have been working hard to get the trouble authority back on track. It's good to see that their efforts are paying off. by CNB
