REFORM PLANS

On Feb. 13, your paper devoted almost two pages to the Democratic and Republican plans to reform welfare in Virginia.

However, there was no mention of requiring men to support their children or refusing welfare to teenage mothers, who should remain at home and in school.

There is no teeth in either program.
