Residents of Virginia Beach wait in line for their auto decals at
the City Treasurer's branch office at Haygood Shopping Center on
Wednesday. That was the last day to legally drive without an updated
decal. Stickers had to be on cars by midnight. As of Feb. 16, anyone
without a new city decal could face a $20 fine with a $26 court fee.
One woman said the line hadn't moved an inch in an hour.
