The three state-owned port terminals in Hampton Roads had a strong January. Virginia International Terminals Inc., which operates three terminals for the Virginia Port Authority, reported Thursday that general cargo tonnage surged 14.1 percent to 615,000 tons in January compared with the same month last year. The port's state-owned terminals handled 206 vessels and 42,835 containers in January, up from 188 ships and 34,745 containers in January 1994.
