Cox Cable Hampton Roads Inc. said that starting April 1 it will increase rates by 87 cents a month for customers of its ``complete basic'' service. The new monthly rates, excluding franchisee fees, utility taxes, and charges for converters and other special services, will be $22.33 in Norfolk, $22.59 in Portsmouth, $23.07 in Virginia Beach and $23.16 in Knotts Island, N.C. Federal regulators recently allowed cable operators to raise rates as long as they add channels to their complete basic lineups.
