KILL DEVIL HILLS VOTES TO KEEP SIZABLE RESERVE

Town officials agreed Monday to keep 25 to 30 percent of this beach town's budget in a designated ``fund balance.''

Without any discussion, the five-member Board of Commissioners unanimously agreed to reserve at least one-fourth of revenues in a fund separate from that for regular expenditures. The money will be available for emergencies and unforeseen costs.

Commissioners have said coastal counties should have the extra money in case of a hurricane or other natural disaster. The North Carolina Council of Government recommends that towns keep a minimum of 8 percent of their budgets in a fund balance.

In other action Monday, the board:

Heard that the tax collector plans to publish a list of people who haven't paid their property taxes on March 16. As of mid-February, town officials had collected about 90.5 percent of Kill Devil Hills' property taxes. A total of $275,472.35 remains uncollected for 1994.

Set a public hearing for 9 a.m. April 10 to receive comments on whether to allow a tattoo parlor to set up shop in Kill Devil Hills. Nags Head and Kitty Hawk prohibit tattoo parlors, according to Kill Devil Hills Planning Director Greg Loy. Currituck County requires tattoos to be given only under the direct supervision of a physician.

Voted 4-1 to approve a townwide health care plan that will begin April 1.

Voted unanimously to appropriate $8,500 to purchase picnic tables and a bicycle rack, and install sidewalks, at the new Ocean Circle Mini Park on Hayman Boulevard and appropriate $22,500 to buy new playground equipment and upgrade the dugout facilities at Meekins Field.
