BILLBOARD WOULD INAPPROPRIATELY USE PUBLIC SPACE

An application to change the zoning requirements for the city of Norfolk is scheduled for a public hearing on March 21. As president of the Harborfront Garden Club, I object to this proposal on behalf of our membership.

The Harborfront Garden Club (originally the Junior Garden Club of Norfolk) has been active in Norfolk since 1955. During this 40-year period, members have taken an active interest in our city and funded or supported many community projects. We do not believe that an electronic message billboard is an appropriate use of public space. We feel strongly that it would not be wise to amend the current city ordinance to allow these signs.

This request has been denied unanimously by the City Planning Commission and the Design Review Committee. Every consultant that the city has used about urban and landscaping design has suggested that this concept is not appropriate or in the long-term interests of the city. We urge the council to affirm the decisions of these community boards and consultants.

We believe that the city of Norfolk has made great advances in the past several decades to improve our city. We urge City Council to deny this application and zoning changes.

MRS. CHARLES E. LAND, president
