OCEAN VIEW MASTER PLAN TO BE PRESENTED TO RESIDENTS

The working concept for an Ocean View master plan will be presented to Ocean View residents at a ``town hall'' meeting, 7 p.m. April 20 in Ocean View Baptist Church, Wells Parkway and Government Avenue.

Ray Gindroz, the Pittsburgh-based consultant, heading up the master-plan effort will lead the discussion. The forum is being sponsored by the Ocean View Coordinating Committee, a coalition of civic, social, business and religious groups.

Meanwhile, City Councilman W. Randy Wright says the master plan is far from complete.

``We're only beginning to take it to the public,'' said Wright, who is chairman of the Mayor's Ocean View Development Committee. ``It's in no way, shape or form etched in stone.''

Wright also emphasized that there's ``absolutely no timetable'' yet for implementing the plan.

And, when the plan is formally adopted by the City Council, Wright said, it probably will take many years to complete because of the scarcity of public redevelopment money.

Nevertheless, Wright said it is important for Norfolk to create a master plan for Ocean View. ``At least, for the first time, we'll no where we're headed,'' he said.

Meanwhile, Wright said he does favor some major proposals in the conceptual plan. They include:

The city selling the Community Beach park land for development of shoreline houses.

Using proceeds from the sale to finance development of a new park between the Ocean View Beach and Sarah Constant Beach parks. That could result in moving several businesses, including the landmarks Mama's Italian Kitchen restaurant, off the beach to a new development site on the inland side of Ocean View Avenue.
