CITY COUNCIL ACTIONS - PORTSMOUTH

The City Council took the following actions at its meeting Tuesday:

Resolution granting the use permit application of Stanley A. Holmes for a use permit to operate an auto stripping yard at 1821 County St. Approved, 7-0

Resolution granting the use permit application of Kimberlee Mack-Wiggins to operate an adult residential care facility at 5857 Trucker St. Approved, 7-0

Ordinance granting the zoning ordinance amendment to define and establish minimum unit living area exclusive of garage and patio dimensions for residential zoning districts in Table 40-44.1. Dimensional Requirements: Residential Zoning Districts and revising other related sections of code such as Definitions section. Amendment will add yard requirements to Table 40-44.2 for RS-85 district. Approved, 7-0

Ordinance to appropriate $328,430 from the Public Utilities Capital Improvements Fund for replacement and maintenance work within the public utilities system including miscellaneous extensions and improvements to the water plant and to the water and sewer system. Included is the repair or replacement of small segments of neighborhood water and sewer mains. Approved, 7-0

Ordinance to appropriate $98,518 in Public Utilities Capital Improvements Fund for the replacement by purchase of heavy construction equipment used to maintain the city's water and sewer systems. This is routine replacement of equipment used to maintain the city's water and sewer system. Deferred until April 11

Ordinance to appropriate $100,000 from the Capital Improvement Fund to make renovations to publicly-owned buildings to comply with the Americans with Disabilities Act. Included in this project is a new restroom on the first floor, renovations to existing restrooms, building entrance upgrades and counter renovations for the offices of the City Treasurer and the Commissioner of the Revenue. Approved, 7-0

Ordinance to amend Chapter 23 of the city code by amending Sections 23-27 (a) and (d), and 23-28, and by enacting a new Section 23-27 (e) pertaining to weeds and debris.

Under this new ordinance, the city will advertise the mowing of these lots annually. All charges, plus an administrative fee, will be assessed as a lien against taxes on the owner's property. Approved, 7-0

Ordinance to amend Section 5-66 of the city code pertaining to bicycles on the Seawall. Approved, 6-1; Clemons opposed

Ordinances amending Chapter 25 of the city code by amending Sections 25-93 and 25-148 and by repealing Sections 25-92, 25-110 and 25-176 through 25-181 pertaining to Parks and Recreation, a motion to award a demolition contract for the Frank D. Lawrence Stadium to Old Dominion Demolition, and a motion requesting permission to exceed the 25 percent limit on change orders.

A motion to award a demolition contract for the Frank D. Lawrence Stadium to Old Dominion Demolition. In addition to the stadium demolition, this contract includes demolition of a portion of the abutting streets and sidewalks. No additional appropriation is required to complete this work. Approved, 6-1; Griffin opposed
