CITY COUNCIL ACTIONS - PORTSMOUTH

The City Council took the following actions at its meeting Tuesday:

Ordinance to amend Section 6-5 of the city code pertaining to skating and skateboarding on the Seawall. Approved, 7-0

A motion to exceed the 25 percent limit on change orders for the demolition of Frank D. Lawrence Stadium. Approved, 6-1; Griffin opposed

Ordinance to amend Sections 25-93 and 25-148 pertaining to Parks and Recreation. The stadium is scheduled for demolition around April 1. It is recommended that all code references to fees and policies to the facility be repealed, and ordinance to amend Sections 25-92, 25-93 (b) and (c), 25-110 and 25-148 (2), (a) through (u), concerning Sleepy Hole Park. The Sleepy Hole facility lease begins on April 1. Approved, 6-1; Griffin opposed

Ordinance to amend Chapter 22 of the city code by amending Section 22-239 and by enacting a new Section 22-508 pertaining to truck traffic and a one-way street. It is necessary to amend the city code to provide for better traffic flow, and it is recommended that a portion of Gilmerton Avenue be made a one-way street. Approved, 7-0

Ordinance to amend Sections 2-111 (a) (9) and (b) of the city code pertaining to legal holidays. So that the city code is consistent with Administrative Policy Directive No. 16 (City Holidays and Pay Eligibility), the city code needs to be amended indicating that the Christmas Eve holiday will begin at 1 p.m. Approved, 7-0

Ordinance to amend Section 22-395 (a) pertaining to reckless driving. In order to conform these code provisions with state law, it is necessary to amend the city code dealing with reckless driving and penalties. Approved, 7-0

Resolution expressing the gratitude of the city to A.J. ``Junie'' and Millie Lancaster for their generous donation of the collection that is known as the ``Lancaster Train and Old Toy Museum'' to the Children's Museum of Virginia. Approved, 7-0

Resolution requesting the Commonwealth Transportation Board to designate portions of Interstate 64 and Interstate 664 as the ``Hampton Roads Beltway.'' Approved, 7-0

Resolution authorizing the city manager to release drainage easements as may be necessary in the area adjacent to the Kings Crossing site. Approved, 7-0

Resolution authorizing the city manager to convey Parcel 61-F, or a portion thereof, to the Portsmouth Redevelopment and Housing Authority for development purposes. Approved, 4-3; Hawks, Martin, Pitts opposed

Resolution appointing viewers for the closing of portions of Queen Street, Lockport Street (formerly London Street), Williamsburg Avenue (formerly Second Avenue), London Street, Yorktown Avenue (formerly Fourth Avenue or Grace Street), all alleys located north of High Street and shown on the plat recorded in the clerk's office of a 15-foot lane within the boundaries of the area for construction of the new I.C. Norcom High School. Approved, 4-2-1; Hawks, Martin opposed; Robinett abstained

Motion to refund real estate taxes to Mrs. Everett Coates in amount of $707.51, with interest. The city treasurer is requesting a refund for Coates who has paid taxes on Parcel 117-0340, which she does not own. Approved, 7-0
