Jack L. Massie in Williamsburg received a $1.2 million contract from the state Department of Transportation for 0.373 miles of water main relocation in James City County.
Wolf Contractors Inc. in Newport News received a $385,241 contract from the state Department of Transportation for utility structures in Norfolk.
O.K. James Construction Inc. in Williamsburg received a $1.2 million contract from the Portsmouth Public Schools to renovate S.H. Clark Community Academy.
SEEMA Inc. in Hampton received a $2.9 million contract from the Navy for a maintenance and operations facility at the Defense Fuel Supply Point at Craney Island in Portsmouth.
Power Mechanical in Hampton received a $562,997 contract from the Navy to replace two 1,000-ton chillers in building 215 at the Naval Medical Center in Portsmouth.
Suburban Grading & Utilities Inc. in Norfolk received a $1.7 million contract from the city of Norfolk for Campostella Heights sanitary sewer rehabilitation and water distribution system improvements.

Bankruptcies filed in U.S. Bankruptcy Court in Norfolk:
The Chapter 11 bankruptcy of Robert H. Walker of Walker & Laberge Co. Inc. that was filed in 1992 was reopened March 21.
Stephen A. Graves, insurance sales, filed Chapter 13 debt repayment play on March 24. Assets and liabilities were not available.
Maria Reynolds Castleberry, formerly doing business as Libby's Landing Child Care filed Chapter 7 liquidation on March 28, with assets of $124,135 and liabilities of $164,269.
Gerald Clayton Carr, entertainment, filed Chapter 7 liquidation on March 28, with assets of $312,978.64 and liabilities of $327,957.50.
MID-ATLANTIC
CACI International Inc., based in Arlington, will be awarded an estimated $13.1 million subcontract to assist PRC Inc. in enhancing information systems for the Defense Department's Office of the Assistant Secretary of Defense for Health Affairs.
A Japanese plastics manufacturer will open a $50 million foam plant near Front Royal that will bring 120 jobs to Warren County by 1998. Toray Industries Inc. of Tokyo said it will build the plant off U.S. 340 on a 90-acre site near Front Royal. Opening is scheduled for April 1997 and the plant will be fully staffed by the end of that year, officials said. Toray Industries manufactures synthetic fibers, plastics and carbon fibers.
