My 82-year-old grandmother, who lives in Norfolk, was fined $25 recently for having her trash can on the street the day before pickup.
She lives alone and just had had knee surgery and a cataract removed. My uncle goes to visit with my grandmother several days during the week, one of which is the day before her trash pickup. He rolls her trash can out front because he does not want his mother to do it by herself; after all, those trash cans are very heavy and awkward.
I understand that we have to have certain rules and regulations to go by, but whatever happened to ``fair warning''? There are exceptions to every rule, and if my grandmother had been warned first, maybe she could have made arrangements with someone in her neighborhood and the ``trashy fine'' could have been avoided.
