A major water-main break left the intersection of City Hall and
Monticello avenues in downtown Norfolk under water Wednesday night.
Police closed off both streets for a block in each direction from
the break, and utility crews were expected to work through the night
to repair damage. It was unclear how extensive the damage was and
whether repairs would be completed before this morning's rush hour.
