If the quote attributed to Sen. Sam Nunn (news, March 24) is correct, it points the spotlight at the source of many of the problems of our nation. Mr. Nunn argues that ``the likely effect will be to drive the pork into underground shelters where it will be hidden from scrutiny.''
This, from a repeatedly elected member of the nation's legislature, is incriminating proof that he not only knows about the unneeded expenditures but that he knows a means to sustain them.
The line-item veto assumes a president is willing to plow through the thousand pages of the budget and weed out the sheep from the goats. It would be difficult for one person to do so without input from many factions presenting differing views of the legislation.
I can't help but wonder what our process would be like if each legislator was required to demonstrate his knowledge of a bill on which he is to vote.
