EARTH DAY ON BASE: Fort Eustis is offering tours of the riverfront installation Thursday during its annual Eco-Logic Environmental Fair on April 13. An Earth Day Fair also is scheduled April 21 at Norfolk Naval Base. Both events feature exhibits and displays with information including reusing household chemicals. NOISY NIGHTS: Air-cushioned landing craft from Little Creek Naval Amphibious Base are conducting night exercises during the next few months off Virginia Beach. The craft, known as LCACS, moving platforms that deliver troops and equipment ashore, will be operating 10 p.m. to midnight tonight and Thursday, and during several three-day stretches through the end of June.
THE BEST, AT LANGLEY: Air Force Secretary Sheila Widnall will present the service's Unit Quality Award to the 1st Fighter Wing at Langley Air Force Base today. The wing was one of eight units competing for the prize, given by the Air Force Quality Institute based on criteria established for the private sector business award, the Malcolm Baldridge National Quality Award.

DECOMMISSIONING:
The tank landing ship Harlan County is being decommissioned and turned over to the Spanish Navy on Friday during ceremonies at Little Creek Naval Amphibious Base. The Spanish, who are leasing the 23-year-old ship, have renamed it the Pizarro. The Harlan County made headlines in 1993 when Haitian protesters prevented it from landing United Nations personnel and cargo at Port-au-Prince, prolonging the exile of President Jean-Bertrand Aristide.
CHANGE OF COMMAND:
Portuguese navy Rear Adm. A.D.C. Reis Rodrigues relieves U.S. Navy Rear Adm. James R. Stark as commander of Standing Naval Forces Atlantic, a standing immediate reaction force under the command of NATO's Supreme Allied Commander Atlantic in Norfolk. The force consists of five to 10 destroyers and frigates assigned on a rotating basis by NATO's maritime nations.
Cmdr. John F. Yarbro Jr. relieves Cmdr. William W. Matzelevich as commanding officer of the Norfolk-based fast-attack submarine Jacksonville. Yarboro reports from the submarine Topeka, where he was executive officer. Matzelevich has been assigned to the staff of the America battle group.
