STATE BETRAYS RETIREES

Ted Painter vented his spleen (letter, April 4) about the commonwealth's payment to illegally taxed citizens of Virginia. So that no soul in Richmond can believe that Mr. Painter is all alone, let me vent my spleen.

From the first mention of accepting a settlement, the commonwealth has made it appear the many thousands of wrongly taxed citizens are the culprits.

No parent has ever corrected an errant child with more ``thou shalts.'' ``Fill out this form - or else. . . .'' ``Resubmit a copy.'' ``But wait -'' ``It doesn't matter that you submitted. . . .''

The payoff, as Mr. Painter says, is the ultimate insult. ``I will throw you a bone once a year for five years - like it or not.''

I can no longer believe the government serves its constituents.
