Ocheltree Slizewski & Co., certified public accountants in Norfolk, opened a second location at 1115 Independence Blvd., Suite 211, Virginia Beach. The firm will also offer electronic filing of tax returns through its tax company FASTAX Inc.

HONORS, AWARDS

Clifford A. Cutchins III, retired chairman and chief executive officer of the former banking company Sovran Financial Corp., has received Virginia Tech's highest service award, the William H. Ruffner Medal. Cutchins, a Virginia Tech graduate, served on the university's board of visitors from 1965 to 1976 and from 1987 to 1991. He also served as rector of the university from 1989 to 1991.

The U.S. Small Business Administration named the Norfolk SCORE chapter the second best of SCORE's 388 chapters in 1994. The 32-member chapter was also cited for its community outreach program, free counseling to 1,650 Tidewater business owners and business startups, and for the quality of its business education workshops. SCORE, the Service Corps of Retired Executives Association, is a nationwide network of about 13,000 retired business owners and executives who volunteer time and skills to support the small business community.
