A 19-year-old Portsmouth man was arrested Sunday afternoon and charged with the killing a week ago of a man who was shot as he drove through the Downtown Tunnel.
Shawnta Lamont Ward, whose address was not released, was arrested after a joint investigation by the state police's violent crime unit and city police.
Ward, who was being held in the City Jail in lieu of bond, is charged with capital murder, armed robbery, abduction and three counts of using a firearm while committing a felony.
Efrem D. Garner, 22, of Brooklyn, N.Y., was shot in the chest and then fell halfway out of the stopped car, which had been traveling from Norfolk to Portsmouth during the Monday afternoon rush hour. Dozens of motorists saw two suspects running out of the tube's Portsmouth exit, police said.
Tunnel video cameras captured images of the fleeing suspects. The pictures were turned over to police.
