WEEKLY BRIEFING

BASE COMMANDER NAMED: Rear Adm. Robert S. Cole will become the next Commander, Naval Base Norfolk, following ceremonies in September, according to a Navy announcement. Cole now is commander of Amphibious Group 4 at Little Creek Naval Amphibious Base. He will succeed Rear Adm. Paul D. Moses, whose next assignment has not been announced. The naval base commander, known at times as the ``Navy's mayor in Norfolk,'' commands the largest naval complex in the world, seeing to the needs of 92,000 active-duty military personnel within a 50-mile radius of Norfolk, plus more than twice that number of dependents.

SAILORS OF THE YEAR: Petty Officer 1st Class Maureen E. Sims, an aviation storekeeper based at Keflavik, Iceland, and Petty Officer 1st Class Daniel J. Nichols, a quartermaster aboard the frigate Clifton Sprague in Mayport, Fla., have been chosen Atlantic Fleet Shore and Sea Sailors of the Year, following competition among 10 finalists. Nichols will be promoted to chief petty officer and serve with the Atlantic Fleet master chief for two years. Sims will compete for the overall Navy Shore Sailor of the Year in May.

HOSPITAL SHIFT: The 1st Fighter Wing Hospital at Langley Air Force Base is absorbing all inpatients from McDonald Army Community Hospital at Fort Eustis while McDonald undergoes major renovations. Work began this week on the hospital, in Newport News, and will take about a year. Areas undergoing renovation include inpatient units, surgical suites and the recovery room. McDonald officials said they are confident the Air Force hospital in Hampton has space for its medical, surgical and pediatric patients. A team of McDonald health care workers is being sent to Langley to make McDonald patients feel at home, the Army said.

COMINGS & GOINGS CHANGE OF COMMAND:

Brig. Gen. Daniel Brown relieves Maj. Gen David A. Whaley as commanding general of the U.S. Transportation Center at Fort Eustis. Brown is reporting from Korea, where he is commanding general of the 19th Theater Army Area Command. Whaley will become the director of logistics at Fort McPherson, Ga.

Capt. James Bolcar relieves Capt. Thomas G. Otterbein as commander of the Norfolk-based amphibious transport dock Nashville. Bolcar's most recent assignment was with U.S. Naval Forces Europe. Otterbein has been assigned to the National Defense University in Washington before assuming command of the pre-commissioning unit of the carrier Harry Truman, under construction at Newport News.

Cmdr. Arnold O. Lotring relieves Cmdr. Michael P. Agor as commanding officer of the Norfolk-based attack submarine Minneapolis-St. Paul. Lotring reports from the U.S. Strategic Command in Omaha, Neb. Ager has been assigned to the staff of the Atlantic Fleet Submarine Force.

Cmdr. Patrick P. Peterson relieves Capt. David C. Hull as commander of the Navy's Atlantic Reserve Patrol Wing. The wing includes five P-3C Orion squadrons from Massachusetts to Florida. Graphic STAFF
