HOMELESS VETS: Local service groups will highlight the plight of homeless veterans and offer them a hand during STAND DOWN '95, May 19-21 at the Virginia National Guard Armory on Marcella Road in Hampton. NATION'S BEST: Naval Air Reserve Norfolk is the winner of the 1994 Ensign C.H. Hammann Award for being the most efficient unit of its kind in the nation. Named for a World War I Congressional Medal of Honor recipient who was a reservist, the award goes to the naval air reserve unit with the best readiness that has met all goals and objectives set by higher authority.

PORT VISITS: The Norfolk-based destroyer Caron is among several Navy ships completing port visits this week in honor of the 50th anniversary of V-E Day. The Caron visited Amsterdam, Netherlands, and Oslo, Norway, with the 6th Fleet command ship La Salle visiting Malta; the Mayport, Fla.-based frigate Aubrey Fitch visiting Bangor, Ireland, and Liverpool; and the Ingleside, Miss.-based mine countermeasures ships Gladiator and Pioneer visiting various ports.
The Norfolk-based rescue, salvage and towing ship Edenton returns home to Pier 54-East of the Little Creek Naval Amphibious Base at 9:30 a.m. Saturday following a six-month deployment to the Mediterranean Sea.
The Coast Guard's oldest active buoy tender, the Portsmouth-based cutter Cowslip, will leave Friday for its new home in Astoria, Ore., after more than a decade of service throughout the lower Chesapeake Bay and along the Atlantic coast
The Nation's newest submarine, Tucson, has returned to Newport News Shipbuilding following successful completion of initial sea trials. Commanded by Cmdr. Duane M. Baker Jr. of Chesapeake, the ship is set to be commissioned Aug. 18.
CHANGE OF COMMAND:
Rear Adm. Robert C. Crates has assumed command of Naval Reserve Cargo Handling Force, at Cheatham Annex near Williamsburg, from Rear Adm. Lyle R. Hall. Crates, of Chattanooga, Tenn. is president and general partner of a family holding company involved in manufacturing, real estate and investments. Hall, of Seattle, is president of a commercial and residential real estate management firm.
Cmdr. Michael L. Seifert has relieved Cmdr. Andrew J. Pitts as commanding officer of the Norfolk-based destroyer Briscoe. Seifert previously served as executive officer of the guided-missile destroyer Barney. Pitts' next assignment will be as reactor officer of the pre-commissioning unit of the carrier Harry S. Truman.
